ICER Report Highlights Events Leading to UAP Legislation

A Dramatic and Unprecedented Sequence of U.S. Senate Legislation

[ZNN] ZlandCommunications has learned that ICER - The International Coalition for Extraterrestrial Research has assembled a first-time-ever sweeping chronology of significant events that have led to the creation of unprecedented legislation in the U.S. Senate on UAP - Unidentified Aerial Phenomenon

The passage of UAP-specific legislation on Capitol Hill has been accomplished. Its enactment into law awaits President Biden's signature. 

This UAP legislation was triggered by the unprecedented series of events outlined in the ICER press release of December 17, 2021. ICER's press release also demonstrates how deeply the UAP issue has captured the imagination and political will of a bipartisan group of US Senators and Congressional representatives - another first amidst the current divisiveness in U.S. governance. 

While at the NY Times, Blumenthal, Kean and Cooper are to UAP Disclosure as Woodward and Bernstein were to 
Watergate at the Washington Post. 
This is a wake-up call to all mainstream media.

A spokesperson for ZNN indicated: "To put the codification of these events into their proper perspective and strategic context, it appears that the ICER Report not only streamlines the timing, sequence and significance of these events for the public in its press release, ICER's report may well have contributed to breaking the glass ceiling of secrecy that has plagued U.S. military and intelligence agencies for over 75 years."

No less than three unprecedented pieces of legislation and, the creation of a UAP investigative office have entrenched legally binding requirements in U.S. law directing the Director of National Intelligence and the Office of the Inspector General to act upon, investigate and report on the UAP phenomenon.

ICER has outlined a succinct list of events, with citations for each event, many of which have originated within the powerful Senate Select Committee on Intelligence and the Senate Armed Services Committee.

In conversation with ZlandCommunications Gary Heseltine, Vice President of ICER, he stated: "The GRG [Gillibrand Rubio Gallego] amendment now legally ensures that the intelligence services have to be more transparent than previously and that an annual unclassified report will be made public."
 
Heseltine went on to say, "ICER encourages members of Congress and the Senate to now support a call for open public hearings on the UFO/UAP topic and seek to finally remove all remnants of the stigma that has plagued this issue for over 65 years." 

Speculation revolves around how members of the Senate Select Committee on Intelligence found the political will to initiate UAP legislation. Many observers in the UAP research community are of the opinion that a high-level classified briefing initiated by the U.S. Navy with select U.S. Senators generated intense concern about U.S. National Security. This classified U.S. Naval briefing of Senators is specifically documented in the ICER report.

The lack of explanations by military officials about unauthorized incursions by UAP into U.S. airspace during Naval aerial exercises set off political alarms among many U.S. Senators and in particular within the Senate Select Committee on Intelligence.

Pilot eye-witnesses, Naval crew members and radar operators were perplexed. Navy officials had no answers to questions such as: 
  • From where do these craft originate? 
  • Who pilots these craft?
  • How could the most sophisticated aircraft in the U.S. arsenal be out-paced and out-maneuvered by objects with no visible flight control surfaces (wings or ailerons), no discernible method of propulsion, no exhaust and no sound?
  • What, if any technology - foreign or domestic - exists that allows a craft to operate in both air and in water at unimaginable speeds? 

Senators Marco Rubio and Mark Warner were the first to react publicly after the Naval briefing - clear in their assessment these questions needed to be asked - and answered. Others soon followed; Senators Kirsten Gillibrand (D-NY), Lindsey Graham (R-SC), Martin Heindrich (D-NM), Roy Blunt (R-MO).

What ICER's stunning chronology of UAP events appears to represent is the sublimation of a road map delineating a path of unprecedented legislation that demands action by the highest levels of authority in the U.S. Department of Defence and the intransigent, but now shaken, intelligence apparatus of the most powerful nation on Earth.

Does this batch of legislation and the creation of official UAP investigative bodies constitute a familiar and collaborative tactic designed to deceive or, do these measures signal a new bipartisan political will in Washington to get at the truth about the UAP phenomenon?

The precision and brevity of the ICER report and its richness of sources will enlighten those not yet acquainted with the UAP subject. The ICER press release could also serve as a generous resource for the mainstream media. 

ICER's organizational model is heavily based on evidentiary data that provides answers about the UAP phenomenon. ICER officials appear to have no qualms in stating unequivocally this phenomenon is not of Earth origin.

Beginning with the NY Times article by Ralph Blumenthal, Helene Cooper and Leslie Kean in December of 2017, these three visionary journalists unknowingly sublimated legislation some four years later into an entirely new entity - the Airborne Object Identification and Management Synchronization Group (AOIMSG).

From the NY Times December 16, 2017 article to Senator Kirsten Gillibrand's amendment, ICER's chronology seems to be the ideal tool to allow today's journalists to challenge the indolent common observer to seriously consider the UAP issue.

Coverage by mainstream media to exert pressure on military and intelligence agencies is long over-due.

In real terms, in-depth investigative journalism within mainstream media is among the only ways to generate a wave of interest after President Biden signs the Senate UAP legislation. It will then have permanence in U.S. law. Once the Presidential imprimatur is achieved, media ownership and its journalists will no longer have any excuse to remain asleep at the switch as they have in the past.
ICER is clearly signalling mainstream media outlets to follow how government sheds its indolence to make UFO secrecy and silence a thing of the past.
